PDAM

The "Just Development Transition" Program 2021-2027 (PDAM) with a total budget of €1.63 billion is co-financed by the Just Transition Fund and implemented within the framework of cohesion policy. It addresses the distinct specific objective of a just transition by providing support to regions and people affected by the social, employment, economic, and environmental impacts of the transition towards the EU's 2030 energy and climate targets and a climate-neutral economy by 2050.

The PDAM focuses on supporting regions dependent on lignite mining and combustion for electricity generation, as well as island regions reliant on fuel oil and diesel combustion. The intervention areas are identified as the Region of Western Macedonia, the Municipality of Megalopolis and adjacent areas, the Region of the Northern Aegean, the Region of the Southern Aegean, and the Region of Crete.

The program includes a cohesive set of measures aimed at revitalizing the affected regions. It focuses on revitalizing the local economy, supporting investments that contribute to diversification and modernization, and promoting employment through the creation of new jobs and the strengthening of human capital impacted by the transition.

Enhancement and promotion of entrepreneurship:
Actions to strengthen the competitiveness of businesses, linking entrepreneurship with research and innovation, promoting startup entrepreneurship, and digital transformation.

Energy transition – climate neutrality:
Actions to improve energy efficiency in systems and infrastructures for economically affordable clean energy, including energy storage technologies.

Land use adjustment – circular economy:
Actions for the regeneration and reuse of lignite lands, green infrastructure, and technical projects for land use adjustment, promoting the circular economy.

Just labor transition:
Actions for upgrading skills and reskilling the workforce, investments in educational infrastructure, actions to facilitate integration into the labor market.

Small-scale integrated interventions:
Interventions to improve the quality of life for residents and diversify local economies.

Technical assistance:
Coverage of necessary expenses (procurement of goods and services, support for beneficiaries, etc.) that will enhance the implementation of the objectives of the P.D.A.M.
